History and culture
Thirty Eight Elizabeth and Elizabeth Towers pay homage to the cultural history of the area – Te Papa – and the market gardens through murals and tapestries. These have been integrated into public and private spaces around the development.
After consulting with stakeholders, including iwi, business, Tauranga City councillors and the public, a design was sensitively crafted that would service as a southern gateway to the inner city.

Discover Thirty Eight Elizabeth
There’s so much to discover at the new Thirty Eight Elizabeth retail precinct. Now open in Downtown Tauranga.
Just over 7000sqm of the 8000sqm retail offering on the ground and level 2 is now open, including the state-of-the-art Farmers store, and Whitcoulls and Pascoes, also located on the ground floor entrance on Elizabeth Street.
These iconic New Zealand retail brands are all part of the James Pascoe Group, also behind the development as Elizabeth Properties Limited.
The Farmers store has been designed and fitted out following on from the brand’s success at Sylvia Park and 277 in Newmarket, Auckland.
Plenty of undercover parking is also available with three hours free with a purchase over $10 (see more parking details below).
Graeme Walker is store manager at Farmers and has been with the company for over 50 years. He returned to the Thirty Eight Elizabeth store to open it after working there at the original site for over 30 years.
He says the new store has been very popular, with staff and customers alike excited about the shopping experience the new store provides. In particular, the statement feature lighting across departments has been noticed and enjoyed.
“Customers just love the store. They are happy we are back in town. The lighting around the store has been getting particular attention, with it changing across different department to create varying ambience, look and feel,” says Graeme.
“Once the eateries are open, the shopping experience and journey for our customers will be enriched even more. With the luxury apartments and townhouses going up above, Tauranga is ready for city living.”
The response to Pascoes being back in town has similarly been met with enthusiasm. Store manager at Thirty Eight Elizabeth, Maria, says she’s really enjoyed the reaction of customers to the new space.
“It’s been just so positive,” says Maria. “Everyone who has stepped foot in the store has been totally blown away. The new modern layout and personalised shopping experience is being welcomed. The local customers who live in the city and are so thrilled we are here, bringing a great vibe downtown.
“There are also a lot of customers who love street, city shopping. It has a more unique vibe, with more character and personality. There’s certainly plenty of it here. Thirty Eight Elizabeth is already becoming known as a destination. With the easy drive-in undercover parking from First Avenue, the shopping experience is seamless and easy.”
Subway is the first of the food and beverage offerings open at Thirty Eight Elizabeth.
“Long term this is going to be the beginning of something great for the city,” says Bruce, owner operator of Subway at Thirty Eight Elizabeth. “The new Subway store welcomes seated dining, and we can see people are really enjoying the relaxed inner-city vibe.”
Subway offers everything from sandwiches, to wraps, healthy salad bowls, and smoothies. Delicious barista-made coffee is also available all day. Take out or enjoy the fresh and airy ambience of the new restaurant style seating in the new store at Thirty Eight Elizabeth.
Whitcoulls also features on the ground floor, offering a large range of books, toys, gifts, cards, and stationery.
